One is in the ascendancy the other is decendancy, as VB.NET developers encounter learn and apply design patterns so they will be more likely to make the switch to C#.
This is simply because of the majority of the good literature that applies OOP uses C# in all it's examples.
On its own that may not be enough for some to switch now, however in my experience it's also likely that Web developers are more likely to switch from VB.NET to C# before windows developers.
It will not have escaped the attention of C# Web developers that the syntax similarity between C# and JavaScript is noticeable, this is because both are ECMA compliant.
